Option 1:
Run regedit.exe.
Browse to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
Check for “Name” = Common Documents defined as C:\Users\Public\Documents.
If you cannot find Registry key name and data, add the following Registry information under:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
Key name: Common Documents
Type: REG_SZ
Data: C:\Users\Public\Documents
Option 2:
Run regedit.exe.
Browse to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
Verify the various path referenced that point to \Users\ folders, navigate to those folders in Windows Explorer and ensure the folders exist. If they do not, create them.
Option 3:
Run the Microsoft Fixit tool at this link to automatically fix problems with HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders or HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders:

Note that you will need to grant Administrator rights to the affected user in order to run the Fixit tool. The Administrator rights can be removed after the tool is run.
